Big Neighbor, Petty Thinking

the construction of the Tipaimukh Dam and the river-interlinking project had become issues of grave concern for the public in Bangladesh.

Suffice it to say, the concern is rooted in findings and conclusions of experts, not only in Bangladesh but also in India, about the threat that the mega projects pose to the life and livelihood, the economy and ecology of the people on either side of the border. Worrying still, the Indian government has thus far displayed not only apathy but also antipathy to the concerns and interests of Bangladesh.

Continued torture and killing of Bangladeshis by the Border Security Force; India’s persistent refusal to remove tariff and para-tariff barrier to exports from Bangladesh; and address trade imbalance, etc bear testimony to this end.

Overall, the Indian government needs to realise that the people at large in Bangladesh have very few reasons to keep faith in what it says and that it is time that it started delivering on its assurances and reassurances. Meanwhile, conscious sections of society in Bangladesh need to reach across the border and forge alliance with like-minded groups in India that are also concerned about the economic and ecological fallout of their government’s river-linking and Tipaimukh plans so as to sustain pressure on New Delhi to shelve the projects.

The New Age editorial has summarised what the Bangladeshi posters in the PDF have been pointing out throughout the year in various posts. India is a silly big country with a 3rd class mind. It promises something that it does not want or has the ability to deliver. Pranab’s $200 million donation promise is such a meaningless promise. His bigotic mind wanted to show a kind of shrudeness by making such a false and hollow promise.

Indian govt makes this kind of hollow promises also to the African countries, as if India is a saviour of mankind while that country floates on a raft to be drowned soon. What is the value of this kind of promise unless it is wrapped with a signed ‘Agreement’ between the two countries. For reasons like these India is not and cannot be trusted by the people of Bangladesh to whom the word ‘Wada’ has a very deep and BINDING meaning.

A wada must be fulfilled, otherwise, a person or a country loses his or its face. But, Indian bigots have no deep affiliation with this word ‘Wada.’ To them it is just a word to play with the future of its neighbours.

Being generous is against their nature. Look they have created such vibes that by not building an upstream dam they would be doing us such a great favor that would only single-handedly outweigh all the possible advantages of BD’s allowing them the transit. In fact they wouldn’t be giving anything if they agree to our demand, they would just refrain from fulfilling a criminal intent. ‘Big neighbor with a petty mind’ is all that we have to keep in mind when we are dealing with India.

Bro do we even need their $hitty wadas? We have been doing fine for the last 40 years and Inshallah
we can stay like that for the foreseeable future. Any kind of realtions with india is like
intentionally falling into a death trap. They always have illogical abdars like the NE corridor
which is suicidal for us.

Bollywood and the Muslim Other

Bollywood reflects India and has subsequently become an inseparable part of people’s imagination, lived experiences, customs and traditions. Bollywood and its engagement with the Muslim as a subject has encountered an imperative shift over a period of time. From lethargic Nawabs, Badshahs and nobles, Muslims have been reduced to people having blind faith in Jihad. The historicization of Bollywood’s long Muslim obsession is thus an exploration of how this obsession fits into the relationship between Indian Bollywood and the Muslim subject.
The historicization of Bollywood’s obsession with Muslim can be broadly and loosely classified into four different phases. In the movies of the fifties to the seventies like Mughl-e-Azam, Shah Jahan, Nikah, Bazaar etc, Muslims were characterized as a community which can be assimilated into the fold of Hindu India but always with suspicion. The second stage which started in the eighties with focus on Mumbai’s underworld mafia depicted Muslims as central characters dominating the underworld. Smugglers wearing Arab robes, puffing cigars, carrying briefcases were a common element in these films. The third phase started with Mani Ratnam’s flamboyant narrative of guns and roses – Roja. The Muslim as “other’ in the form of Pakistan through Kashmir was manifested in a series of movies that revolved around this topic. In these films, it was the Indian ‘Self’ investing all its energy to protect the motherland from the attack of the ‘other’, Enemy Number 1, Pakistan. These films largely helped to divert the attention of the Indian masses by concealing the prevalent socio-political inequalities of Indian society behind images of nation and nationality. The fourth stage of Bollywood’s engagement with Muslims is the post 9/11 phenomenon. Here, it is not India that is fighting with the ‘other’ but a replacement in the form of the West. The Indian Self has been replaced by its Western counterpart while the enemy has remained the same. Films like New York and Kurbaan fall under this category.
In the films that were made in the fifties with the Muslim subject at the centre, an attempt was made to portray Muslims as a faintly differentiated section of Indian society. In films like Umrao Jaan, Mere Huzoor and Pakeezah, Muslims were revealed as an aristocratic class, delighting themselves watching mujrahs and splurging money on the girls performing mujrahs. The apparatus used in these movies was to depict the Muslim as a category madly in pursuit of pleasure and hungry for wealth. Some movies like Mughl-e-Azam scaled the graphs of fame with the Muslim as an essential character confirming what the general masses accepted – Muslims as creatures that can be assimilated as a part of Hindu Indian society. It was evident through these movies that there lies a regional blend that distinguishes Indian Muslims significantly from Muslims of the Arab heartland. Religious tolerance and the tendency among Indian Muslims to synthesize with local customs were distinctive features of these movies. In this genre, Muslim men were shown wearing Aligarh cut Sherwanis, chewing betel nut and reciting Iqbal’s or Ghalib’s poetry at the drop of a hat. The moment such caricatures appeared on the screen, the audience knew that it is time for a Qawwali, h or Ghazal. Qawwalis and Mujras became synonymous with Muslim culture.
Later Bollywood film makers with films like Elan and Salim Langde Pe Mat Ro took a slightly different turn by disparaging the aimlessness of lower middle class Muslim youth. Films like Bazaar and Nikah with their high dose of Muslim social melodrama tried to reveal the domestic customs and traditions in Muslim society. While Nikah represented Talaq (divorce) as a means of suppression and marginalization of Muslim women, Bazaar on the other hand depicted the cruelty of poverty stricken Muslim families in marrying their under aged daughters to elderly Arab men. These movies stand as a watershed in highlighting Muslims as negative quality bearers with ‘unsophisticated’ dreams. Finally, the connection was ‘instituted’ between Indian Muslim and Arab Muslim.
The third remarkable shift in the late seventies and eighties was the portrayal of Muslims as characters central to Mumbai’s underworld. The Muslim characters since then also started becoming negative in Bollywood movies. Movies like Ghulam-e -Mustafa and Angar started this trend and became popular with the masses. The innate criminal instinct within the Muslim psyche was the central ideology circulated through these movies. The Muslim as a bohemian character with unnatural desires for accumulating wealth remained the core theme in these movies. In this genre, people were made to believe in perceiving Muslims as a threat to institutional apparatus of the state. The minor connection between Indian Muslims and Arab Muslims instituted through movies of the early seventies was permeated profoundly through these images. In these images, the Indian Muslim’s underworld connections were shown as impossible without the support of Muslims carrying out the same activities at the international level.
The 1965 war between India and Pakistan over Kashmir and the 1975 war over Bangladesh facilitated Indian Bollywood to successfully and legitimately portray Muslim as ‘Other’ through Pakistan. The multi-ethnic, multi-national composition of India and absence of shared culture and symbols among Indian people made it necessary for Bollywood to construct images of India depicting the Indian state as sustaining and restraining the festering contradictions.
By constantly engaging people’s priorities vis-à-vis Kashmir and thereby of Pakistan, the aim was to define and solidify the nation state. For ordinary Indians possessing layers of identities, their identification with the Indian state operates in different contexts. An inclusive Indian gains pre-eminence when confronted with Muslim Pakistan. The unique thing about jingoistic films was their core theme of presenting Kashmir as atoot ang (integral part) of India. In 1999, the Kargil War played a distinctive role in making Kashmir central to the definition of Indian national unity. The Kargil episode, for the first time inspired a Post Independence India which for the first time during and for a short while after the Kargil episode stood together, shoulder to shoulder – something which had never occurred before. Advertisement of national pride through films enabled for the first time in 52 years, an image of this nation truly united as one, cutting across all barriers of caste, class, creed and community.
In order to liberate Kashmir from Islamic fundamentalist terrorists, the Indian armed forces were portrayed as the male protagonists, battling for the cause of humanity. It thus became inescapable to make films on Kashmir, without incorporating the message of Kashmir as national project. In almost all these movies, Muslims were branded either as terrorists or fanatics whose desires were pre-modern, not fitting into the Western democratic liberal model. There was a flagrant significance in the titles of movies itself – Mission Kashmir, Fannah (Destruction)), Dhokha (Betrayal).
It was with Mani Ratnam’s Roja that for first time the Kashmir problem was publicized on the big screen. According to Nicholas Dirks, there is one scene where hero, Rishi Kumar saves the flag and rises, still on fire, to avenge the perpetrators of symbolic violence, with the soundtrack building in momentum to a song by Subramaniam Bharati that evokes the geographical unity and integrity of the Indian nation. The scene is framed in a manner that seems clearly to set Islam against the principles of Indian nationalism – by shots of the main terrorist calmly praying to Allah. Various reports from viewers around India suggest that the visual pleasure of national spectator is at its peak and that audiences are most demonstrative during this scene of patriotic self sacrifice. In films like Dhokha and Chak De India, it was the loyalty of the Indian Muslim that was put to question. If Kabir Khan as the National hockey team Coach in Shahrukh Khan starred Chak De India raised doubts regarding the loyalty of the Indian Muslims towards the Indian nation, in Dhokha it is Zaid Ahmad Khan (ACP), a true, secular Muslim struggling to prove his credentials of being a loyal citizen of India that audiences are faced with. Mukesh Bhatt’s Muzammil Ibrahim starred ‘Dhokha’ or ‘Betrayal’ is a Bollywood offering that raises several questions about Muslims and their identity in India. Coming out of the rhetoric of his fluffy musicals for the first time, Mukesh Bhatt’s Dhokha tries to get to the bottom of the delicate question of Hindu-Muslim antagonism. On the night of a lethal bombing at the New Century Club in Mumbai, Zaid helps the horrified victims in the blast. Zaid offers to donate blood to one of the injured, believed to be a Hindu. The dilemma mounts when the father of the injured disdainfully refuses to receive any aid from Zaid saying he would rather see his daughter dead than let the blood of a Muslim, ‘a traitor, perfidious creature’ flow through his daughter’s veins. Though the film progressively engages itself with denouncing the people who spread terror in the name of religion and tries to find reasons for the root cause of terrorism, it fails to provide a solution to the Islamophobia that is deeply inculcated in the psyche of the general masses. With Dhokha which begins with the cataclysmic 9/11 attacks, a link is created between Bolloywood and the Muslim subject that has been borrowed by other film makers. This defines the entry of Bollywood’s rendezvous with the Muslim Subject into a new stage. Kurbaan and New York are the examples of this genre, where it is not India but the west that is fighting the same ‘Other’.
A plethora of movies have been made by Bollywood where actresses have played much more audacious acts prior to Kareena’s bare backed posture. It is a matter of concern why it was only Kareena Kapoor who was censured for her bare backed pose in the film. The film was released at a time when the theme of ‘love jihad’ was circulating rapidly in the media. Kurbaan which depicts Kareena Kapoor playing a Hindu girl falling in love with Muslim Saif Ali Khan raises a doubt as to whether it was the blaze of ‘Love Jihad’ that incited the Shiv Sena goons to object to Kareena’s bare back. After its rival MNS did its job of screwing Karan Johar’s happiness over Wake Up Sid, the Shiv Sena’s men marched to Kareena’s house to gift her a saree, and followed this up by going around Mumbai covering her back with sarees on posters of Kurbaan. Karan Johar could have thought of an even better way than this to turn heads. Kurbaan, which deals with the post 9/11 Muslim identity, widens the gap in Muslim stereotypes. In the film, Muslim women are shown as feeble and submissive, as victims of a patriarchal and misogynistic religion. Muslim men are typified as creepy, scary looking creatures who physically abuse their wives. The next offering by the director of Kurbaan, Karan Johar is Shah Rukh Khan starred ‘My Name is Khan’, probably revolving around the Muslim identity yet again.
Bollywood’s obsession with Islam thus far has always created a clichéd image of Muslims without having done much research on the subject. People have succumbed to the images produced by Bollywood thereby losing a healthy understanding of Muslim society. Now ask a director or story writer whether it is ethical to perpetuate ethnic and racial stereotypes and in a majority of cases, you will hear a big “NO”. Then why is it that the very same individuals who don’t intentionally believe in stereotyping fall in the trap of stereotyping Muslims? The major reason is that what these filmmakers and writers read, hear and see originate from print, radio and television. Modern day media fundamentally is about one sided flow of information –from West to Rest. In the dominant discourse, it is the West, portrayed as a civilized, sophisticated and modern civilization fighting ‘Just War’ against primitive, uncivilized Muslim aggression. The filmmakers in Bollywood also surrender to this west – oriented, magic bullet impact of the media and in this manner get ensnared in an invisible cage. The major obstacle is that these films are watched by less informed people and children having a rudimentary ability to differentiate between right and wrong. Not only children and the common masses, but even the relatively more well-informed cannot escape the power manifested in these images. Even though these films try sometimes to empathize with the Subject, they no longer help to reduce the bias but only make the categories Muslim and Hindu more stark. A child watching any of these films will for obvious reasons ask several questions regarding for example, the Hindu-Muslim dichotomy and the West-Muslim antipathy. What answer can the parent give? Will the answer be framed based on his/her prejudiced interpretation of Muslims in cinema or will it be one shaped by reality, which hardly anyone has access to?
There is no denying the fact that there are Muslim terrorists. There are also other terrorists who are everywhere and can be of any religion. Why it is always that the term “terrorist” is always attributed to Muslims while not to others who commit much more heinous crimes? Why it is that those committing such crimes are characterized as people fighting a ‘Just War’. What distinguishes a “just war” from an “unjust” one? In both cases, it is thousands and thousands of common people who are being massacred. What makes the prosecutors of Guatemala Bay and the slaughterers of Gujarat different from those attacking the twin towers? If there is a difference, then everyone can have a claim to be fighting a “Just War”. If Bollywood successfully carries the messages of Muslims as Other, why is there a lack of enthusiasm in portraying the reversal of the subjects of violence? How many films have been made by Bollywood on America’s War on Iraq? How many films have touched upon the issue of Guantanamo Bay?

Couple of weeks ago, Sunni Jehadis, & not all Muslims, were Celebrating when 12 Indian soldiers lost their life due to avalanche in Kashmir. Well..with 140, their God, & not Muslims’s Allah, has given them 10 times more reason to celebrate today. Cheers to them.. RIP to the soldiers.

And The line between indo-pak in Kashmir, we called it ” Line of control (LOC)”. In your article somewhere u mentioned ” India trying to occupy the Siachen Glacier”, LOC as international border. Life in sub continent is so cheap , the poor soldiers whether in India or in Pakistan are facing untold hardship without proper care in their work environments , the maximum defence expenditure is pocketed by politicians and bureaucrats in India and Army and ISI higher ups in Pakistan , Mr. Musharaf is living a Royal life in London , the poor Pakistani soldiers are dying in Siachen battlefield without proper Lifesaving instruments and felicities , the same thing is true with India also! We know that an average Hindu is more productivity oriented and growth oriented. We also know that politicians in both the countries are the worst of creations. But still you guys are ahead of us. We show our resentment because we have failed. We show our anger because you are happy. We are like children. We want/like to be told stories of our success. Only stories, no realities. So many of our Pakistani people are employed in India and India treats them well and we failed to reciprocate. My Indian Brothers:: I am on this forum being not a proud Pakistani but because I am pained. My pain needs to come out. It need an outlet. But that outlet was not provided to me by our own newspapers. They rejected me saying that I am a self hating Pakistani. Describing the truthful current situation to my own papers was an act of apostasy. As a matter of fact, all these present trouble which my beloved Pakistan is facing seems to be originating from a very simple fact. And that fact is Jinnah. How can a nation be established on the foundation of a religion? Why Muslims had to separate? Wasn’t it because of their Islamic identity? Jinnah offered Muslims “self-government”. Why Muslims should have a different selfhood to begin with? The problem with Islamic world is this very Islamic identity. Muslims cannot integrate with others and cannot co-exist with anyone else. They always see themselves as different. It is always “us” the Muslims vs. “them” the Kafirs. The power hungry Muslim politicians know that and they take advantage of this weakness for their own gain. Hatred is always a unifying force. So they incite the hatred of the non-Muslims and rally the benighted Muslims like flies around rotten meat. What the Pakistanis have to thank Jinnah for? For giving them an Islamic identity? For putting them in a state of constant warfare with their own Indian brethren? For forcing them to enter in an arms race with India and spend billions of dollars on defense and atomic bombs? Look at the irony of this. We have a stolen nuclear bomb but we don’t have an equipment to dig out our fallen soldiers in this avalanche. I am sorry brothers… I am angry and infuriated. I have lost the hope of my future. All I have is some unidentifiable phony and fake pride. What am I proud of? I don’t know… but I have been told time and again by my Umma to be proud of.

Not only does it provide a vantage point for indian soldiers to check advances of pakistani troops, but also allows them to hold a birds eye view of the movements between pakistan and china along the sagksham valley. Hence its strategic importance is unparalleled. We have already seen what happened in the winter of 1998 when India had less soldiers on the border, Pakistani soldiers occupied most strategic peaks and what followed was a war. We can not afford that to happen in Siachen. Coming on the economy aspect, I have not heard any instance where a country has given up its hold on any land because it had no economic vale. Can you ask China to vacate Aksai Chin because not even a blade of grass grows there ? Can you ask USA to give up parts of montana , dakotas and death valley in california because nothing happens there ? Gist of the matter is economic values do not decide whether a country should hold its territory or not. A country that is ambivalent about its border areas, loses its territory inch by inch. Its this callous attitude that enemy consolidates on. And when the enemy decides to launch an offensive, the country stands a lot to lose. Having said that, you should be thankful to the Indian army for allowing you to trek in those areas.

Siachen is also famous for the last vicious bayonet fighting in the world. Subedar Bana Singh led his troops in frontal assault in neck deep snow in the face of heavy machine gun firing by entrenched Pakistani platton. He stormed their igloo and Indian troops, in hand to hand close quarters combat bayonetted Pakistani troops in a hair raising dance of death. How does it feel when one human being is looking at another in his eye and that another person is thrusting with all his might and ferocity the cold steel in the flesh of that man? A average middle class hindu has 1 to 2 childen and hence the wealth earned by parents pases uniformly and in some cases collective wealth, as passed by parents to children increases with every generation. However in case of muslims, because of their religion, they have 6-8 children and whatever little wealth is left over after rearing such a large family, that too gets divided in 6-8 parts and the progeny only goes from being poor to poorer and in no less than 2-3 generations all muslims become abjectly poor. Please educate muslims to reject atleast this part of islam where they reproduce like cattles.Please have mostly 1 or at max two children. This is in my view the weirdest (small scale, low intensity) war I know of. I am a moutaineer by hobby from Holland, and visited both countries on either side of the cease fire line. I think that the strategic as well as the economic value of this area (the Siachen and the Baltoro glaciers) is virtually non-existent. The area – one of the most beautiful and spectacular mountain sceneries in the world – is only of interest to mountaineers. I think it would be wiser to demilitarize this remote corner – part of the Karakorams – and use the Indian and Pakistani resources for more urgent matters. I would like to see the possibility of a great walk in this area (Hispar, Biafo, Baltoro and Siachen glacier in one go; I already walked over the three first mentioned glaciers) to become a possibility in the future.

More over: The dying of soldiers in alpine accidents (on both sides!) is in my view hardly to any avail. I know that the conflict about Kashmir is a complex matter. Dr Bose, a senior research fellow at Oxford University – and a former BBC presenter – says the Pakistani army has been “demonised” by the pro-liberation side and accused of “monstrous actions regardless of the evidence”, while Bengali people have been depicted as “victims”.

“This has led to a tendency to deny, minimise or justify violence and brutalities perpetrated by pro-liberation Bengalis,” she says.

Already Bangladeshi academics at home and abroad are lining up to attack her book. One, the Dhaka and New York based writer Naeem Mohaiemen, told the BBC that she was guilty of “pushing her conclusions to an extreme” by arguing that the war was fought between two equally violent sides, “with the Pakistan army using only justified and temperate amounts of retaliatory force”.

He has accused her of lacking sufficient curiosity to unpack the more complex issues behind 1971, “such as why the killings began, why the Pakistan state behaved so brutally and why Bengalis reacted violently”.

Nevertheless, the book is one of the first by a Western author to subject the war to thorough and independent scrutiny.

Dr Bose went through published documentary evidence, travelled to remote areas of Bangladesh to interview elderly villagers and journeyed to Pakistan to question retired army officers.

‘Shocking bestiality’

Her book says the Bengali nationalist rebellion in what was then East Pakistan “turned into xenophobic violence against non-Bengalis” especially against West Pakistanis and mainly Urdu-speaking people who migrated to East Pakistan from India at the time of partition who were known as Biharis.

The bizarre hypothesis of Sarmila Bose’s book is that Pakistani army officers are the most objective source to establish their own innocence.

In fact the interviewee list in her book reveals a distinct selection bias. In Pakistan, she interviewed 30 Pakistani army officers, and three civilians.

In addition four Pakistani army officers are listed as not agreeing to give interviews. So her pool of “expert knowledge” on the Pakistani army’s actions failed to include anyone from Pakistan who has publicly said there was a genocide.

She also relies heavily on Hamoodur Rahman Commission Report, which was done by the post-1971 Pakistan government with the intention of white-washing the war.

Dr Bose takes some gaps in the popular narrative, and then pushes it to an extreme to argue that 1971 was a war between two equally violent sides, with the Pakistan army using only justified and temperate amounts of retaliatory force.

“In the ethnic violence unleashed in the name of Bengali nationalism, non-Bengali men, women and children were slaughtered,” Dr Bose says, arguing such atrocities took place in the towns of Chittagong, Khulna, Santahar and Jessore during and after the 10-month war.

“Non-Bengali victims of ethnic killings by Bengalis numbered hundreds or even thousands per incident… men, women and children were massacred on the basis of ethnicity and the killings were executed with shocking bestiality.”

Some of the worst brutalities were among Bengalis themselves, Dr Bose says, between those who were defending the unity of Pakistan and those who were fighting for the liberation of Bangladesh.

While “the killing of pro-liberation professionals by pro-regime death squads in the dying days of the war stands out as one of the worst crimes of the conflict… brutalisation and elimination of those with a different political viewpoint seemed to be the hallmark of nationalist Bengalis too”.

There is clear evidence, Dr Bose says, of the violence suffered by “non-Bengali victims of Bengali ethnic hatred”.

“Of the corpses reported littering the land and clogging up the rivers, many would have been Bihari… as Bengali mobs appear to have killed non-Bengalis indiscriminately while the Pakistani army appeared to target adult Bengali men.”

In one notorious incident examined by the author in the south-western town of Khulna on 28 March 1971, Bengalis “slaughtered” large numbers of Biharis in the town’s jute mills.

‘Gigantic rumour’

Dr Bose also examines the widely reported suggestion that three million Bengalis were killed by the Pakistani army. These figures are sacrosanct in Bangladesh, where the overwhelming majority of people continue to honour and respect those who died in the liberation struggle.

Describing the three million figure as a “gigantic rumour”, she says it is “not based on any accounting or survey on the ground”.

“None of the popular assertions of three million Bengalis allegedly killed by the [Pakistani] army cites any official report,” she says.

“Claims of the dead in various incidents wildly exceeding anything that can be reasonably supported by evidence on the ground – ‘killing fields’ and ‘mass graves’ were claimed to be everywhere, but none was forensically exhumed and examined in a transparent manner.”

Her conclusion over how many died has been roundly rejected by Mr Mohaiemen, who pointed out that Bangladeshis have themselves publicly dissected the problem of “numbers”, going back to 1972 when the three million number was first cited.

“Researchers like Zunaid Kazi documented 12 different media estimates of death tolls. Thus, the implied ‘hook’ of Dr Bose’s book, a claim to being the ‘first’ to dissect the death toll, rings hollow and is self-promotional.

“In any case, whether the death toll was three million or 300,000, does that make it any less of a genocide? That appears to be her intellectually indefensible conclusion.”

Dr Bose does not ignore atrocities carried out by Pakistan and its supporters – her book has several chapters on this subject – concluding its army committed political and extrajudicial killings that in some cases were “genocidal”.

She says: “Ultimately neither the numbers nor the labels matter. What matters is the nature of the conflict, which was fundamentally a complex and violent struggle for power among several different parties with a terrible human toll.”

The Bangladeshi government has so far not commented on her book – but the country’s attitude towards those who express dissenting views about the 1971 war was clearly seen in April when a film about a woman’s love affair with a Pakistani soldier during the conflict was speedily withdrawn amid suggestions it distorted history.

The Indian edition of Sarmila Bose’s book is being published by Hachette India and is due to be released in mid-June. The book is published by C Hurst and Co in the UK and by Columbia University Press in the US.

 

She notes from the accounts of 1971 that the Pakistan Army that killed the East Pakistanis contained Pathans and the Baloch, too, but it was the Punjabi who killed (p.167). In fact, it is said that the Pathans and the Baloch spared the victims. Bose challenges this: there were virtually no Baloch in the Pakistan Army; and some of the top officers who oversaw the killing — like Niazi and Yahya — were actually Pathans.

Bose writes: “West Pakistani sources typically frame the conflict in political terms — as a struggle between maintaining the unity of Pakistan and the secession of East Pakistan to form independent Bangladesh — while Bangladeshi nationalists typically frame it in ethnic terms, as (freedom-loving, democratic) Bengalis versus (colonial, oppressive) Punjabis” (p.170).

She demolishes the national consensus behind ‘liberation’ as expressed in the 1970 elections: “the voter turnout in East Pakistan is given as only 56 per cent, lower than in the provinces of Punjab; (66 per cent) and Sindh; (58 per cent) in West Pakistan. It would appear that 44 per cent of the East Pakistani electorate was too disinterested in the issues of the election to vote, or else had some disincentive to go out to vote” (p.171).

The world accepted the figure of 90,000 Pakistani troops taken as PoW by India. Bose discovers that Pakistan had only 45,000 troops, paramilitary and police in East Pakistan. The PoWs could not have been more than half of the total.

The other item in the national narrative is the “three million” killed by the Pakistan Army. “According to the Bangladeshi authorities, the Pakistan Army was responsible for killing three million Bengalis and raping 200,000 East Pakistani women” (p.177). She thinks the war dead were no more than 26,000 and extracts the figure from the situation reports of the Pakistan Army. Indian officers gave her the figures of no more than “300,000 to 500,000” (p.178).

She adds some ironies too: “Many Hindus were left unharmed by the Pakistan Army during 1971. As the witness accounts show, many Hindu refugees were leaving their villages and fleeing to India not because of any action of the army but because they could no longer bear the persecution by their Bengali Muslim neighbours” (p.182).

She ends by writing: “When the Pakistan Army came for Sheikh Mujib on the night of 25-26 March 1971, he was apprehensive; the soldiers arrested and imprisoned him, accusing him of treason. When soldiers of the Bangladesh Army came for Sheikh Mujib on 15 August 1975, he went to meet them as they were his own people; they killed him and all his extended family present, including his wife, two daughters-in-law and three sons, the youngest a child of ten” (p.183).

In all the excitement about the “Arab spring” it is instructive to remember the 1971 war in South Asia. Then too there was a military regime in Pakistan, easily identified as the “baddies” – and a popular uprising in its rebellious Eastern province, where Bengali nationalists were reported to be peacefully seeking freedom, democracy and human rights.

When the regime used military force to crush the rebellion in East Pakistan, India intervened like a knight to the rescue, resulting in the defeat of the bad guys, victory for the good guys and the independence of Bangladesh… Or so the story went for forty years. I grew up with it in Calcutta. It was widely repeated in the international press.

Several years ago I decided to chronicle a number of incidents of the 1971 war in-depth. I observed that many Bangladeshis were aggrieved that the world seemed to have forgotten the terrible trauma of the birth of their nation. Given the scale of the suffering, that lack of memory certainly appeared to be unfair, but there did not seem to be many detailed studies of the war – without which the world could not be expected to remember, or understand, what had happened in 1971.

My aim was to record as much as possible of what seemed to be a much-commented-on but poorly documented conflict – and to humanise it, so that the war could be depicted in terms of the people who were caught up in it, and not just faceless statistics. I hoped that the detailed documentation of what happened at the human level on the ground would help to shed some light on the conflict as a whole.

The principal tool of my study was memories. I read all available memoirs and reminiscences, in both English and Bengali. But I also embarked on extensive fieldwork, finding and talking to people who were present at many particular incidents, whether as participants, victims or eye-witnesses. Crucially, I wanted to hear the stories from multiple sources, including people on different sides of the war, so as to get as balanced and well-rounded a reconstruction as possible.

As soon as I started to do systematic research on the 1971 war, I found that there was a problem with the story which I had grown up believing: from the evidence that emanated from the memories of all sides at the ground level, significant parts of the “dominant narrative” seem not to have been true. Many “facts” had been exaggerated, fabricated, distorted or concealed. Many people in responsible positions had repeated unsupported assertions without a thought; some people seemed to know that the nationalist mythologies were false and yet had done nothing to inform the public. I had thought I would be chronicling the details of the story of 1971 with which I had been brought up, but I found instead that there was a different story to be told.

Product of research

My book Dead Reckoning: Memories of the 1971 Bangladesh War, the product of several years of fieldwork based research, has just been published (Hurst and Co. and Columbia University Press). It focuses on the bitter fratricidal war within the province of East Pakistan over a period of a little more than a year, rather than the open “hot” war between India and Pakistan towards the end. It brings together, for the first time, the memories of dozens of people from each side of the conflict who were present in East Pakistan during the war. It lets the available evidence tell the stories. It has been described as a work that “will set anew the terms of debate” about this war.

Even before anyone has had the chance to read it, Dead Reckoning has been attracting comment, some of it of a nature that according to an observer would make the very reception of my book a subject of “taboo studies”. “Myth-busting” works that undermine nationalist mythology, especially those that have gone unchallenged for several decades, are clearly not to be undertaken by the faint-hearted. The book has received gratifying praise from scholars and journalists who read the advance copies, but the word “courageous” cropped up with ominous frequency in many of the reviews. Some scholars praised my work in private; others told me to prepare for the flak that was bound to follow. One “myth-busting” scholar was glad my book was out at last, as I would now sweep up at the unpopularity stakes and she would get some respite after enduring several years of abuse.

Scholars and investigative journalists have an important role in “busting” politically partisan narratives. And yet, far too often we all fall for the seductive appeal of a simplistic “good versus evil” story, or fail to challenge victors’ histories.

So far the story of valiant rebels fighting oppressive dictators in the so-called “Arab spring” has had one significant blemish – the vicious sexual attack and attempted murder of CBS foreign correspondent Lara Logan by dozens of men celebrating the downfall of Hosni Mubarak in Tahrir Square in Cairo. It initially vanished from the headlines and has still not led to the kind of questioning of the representation of such conflicts that it should have generated. “Tahrir Square” became shorthand for freedom and democracy-loving people rising up against oppressive dictators.

People in other countries started to say they wanted their own “Tahrir Square”. Logan has given a brave and graphic account of what happened to her at the hands of those supposedly celebrating the fall of a dictator and the coming of freedom, democracy and human rights. Her life was saved by burqa-clad Egyptian women and she was rescued by soldiers. Her account endows “Tahrir Square” with an entirely different meaning.

It should caution us against assuming that all those opposing an oppressive regime are champions of non-violence, democracy or human rights. It should alert us to the complexities of political power struggles and civil war, and stop getting carried away by what we imagine is happening, or would like to happen, rather than what the evidence supports.

Such was the impact of the 1971 war on South Asians that the year has transformed into a shorthand for its particular symbolism: 1971, or ekattor, the number 71 in Bengali, has come to stand for a simple equation of a popular nationalist uprising presumed to embody liberal democratic values battling brutal repression by a military dictatorship. But was it really as simple as that? Over time, the victorious Bangladeshi nationalist side’s narrative of Pakistani villainy and Bengali victimhood became entrenched through unquestioned repetition.

The losing side of Pakistani nationalists had its own myth-making, comprising vast Indian plots. Pakistan had been carved out of the British Empire in India as a homeland for South Asia’s Muslims. It was a problematic idea from the start – a large proportion of Muslims chose to remain in secular and pluralistic India, for instance, and its two parts, West Pakistan and East Pakistan, were separated by a thousand miles of a hostile India. In 1971 the idea of Islam as the basis of nationhood came apart in South Asia along with the country of Pakistan, after a mere 23 years of existence. What went wrong? And what do the memories of those who were there reveal about the reality of that war?

The publication of Dead Reckoning has spoiled the day for those who had been peddling their respective nationalist mythologies undisturbed for so long. Careers have been built – in politics, media, academia and development – on a particular telling of the 1971 war. All the warring parties of 1971 remain relentlessly partisan in recounting the conflict. As the dominant narrative, which has gained currency around the world, is that of the victorious Bangladeshi nationalists and their Indian allies, they stand to lose the most in any unbiased appraisal. Unsurprisingly therefore, the protests from this section are the shrillest.

Mixed reaction

The reaction to the publication of Dead Reckoning by those who feel threatened by it has followed a predictable path. First, there has been an attempt to damn the book before it was even available. Apart from random rants on the internet – which provides opportunity for anyone to rail against anything – reports have been written by people who haven’t read the book, citing other people who also haven’t read the book. The reason for this may be summed up as the well-founded fear of “knowledge is power”.

When people read the book they will be far better informed as to what really happened in 1971. Hence the desperate attempt by those who have been spinning their particular yarns for so long to try to smear the book before anyone gets the chance to read it. A few people also seem to be trying to laud the book before reading it, an equally meaningless exercise. These commentaries are easy to dismiss: clearly, those who haven’t read the book have nothing of value to say about it.

Second, detractors of the book claim that it exonerates the military from atrocities committed in East Pakistan in 1971. In reality the book details over several chapters many cases of atrocities committed by the regime’s forces, so anyone who says it excuses the military’s brutalities is clearly lying. The question is – why are they lying about something that will easily be found out as soon as people start reading the book? The answer to this question is more complex than it might seem. Of course the detractors hope that by making such claims they will stop people from reading the book.

Part of the answer lies also in that the book corrects some of the absurd exaggerations about the army’s actions with which Bangladeshi nationalists had happily embellished their stories of “villainous” Pakistanis for all these years. But an important reason for falsely claiming that the book exonerates the military is to distract attention from the fact that it also chronicles the brutalities by their own side, committed in the name of Bengali nationalism. The nature and scale of atrocities committed by the “nationalist” side had been edited out of the dominant narrative. Its discovery spoils the “villains versus innocents” spin of Bangladeshi nationalist mythology.

A key question about the “controversy” over Dead Reckoning is why this book is stirring such passions when other works do not. One reason for this is that there are precious few studies of the 1971 war based on dispassionate research. This is the first book-length study that reconstructs the violence of the war at the ground-level, utilising multiple memories from all sides of the conflict.

Two eminent US historians, Richard Sisson and Leo Rose, published the only research-based study of the war at the diplomatic and policy level twenty years ago. Their excellent book, War and Secession: Pakistan, India and the Creation of Bangladesh (University of California Press, 1990), challenged the dominant narrative, but their work does not seem to be known among the general public as much as within academia.

However, a crucial reason for the special impact of Dead Reckoning has to do with who the author is. I am a Bengali, from a nationalist family in India. As Indians and Bengalis our sympathies had been firmly with the liberation struggle in Bangladesh in 1971. The dominant narrative of the 1971 war is the story as told by “my side”, as it were. My reporting of what I actually found through my research, rather than unquestioningly repeating the partisan narrative or continuing the conspiracy of silence over uncomfortable truths, is thus taken as a “betrayal” by those who have profited for so long from mythologising the history of 1971.

It is important to note that not all South Asians subscribe to the myth-making. One eminent Indian journalist thought that my “courage, disregard for orthodoxy and meticulous research” in writing Dead Reckoning made me “the enfant terrible of Indian historians”. A senior Bangladeshi scholar has found it “fitting that someone with Sarmila’s links with Bengali nationalism should demonstrate that political values cannot be furthered by distorting history.”

South Asians are prone to conjuring up all manner of conspiracy theories when faced with unpleasant realities, but those looking for one for Dead Reckoning are at a loss, as the only explanation for what it contains is that it reconstructs what really happened on the basis of available evidence.

The process of dismantling entrenched nationalist mythologies can be painful for those who have much vested in them, but the passions stirred by the publication of Dead Reckoning has sparked the debate that the 1971 war badly needed – and set on the right course the discussion of this bitter and brutal fratricidal war that split the only homeland created for Muslims in the modern world.

Summertime unrest roils Kashmir, again
SRINAGAR, India (AP) — It is summertime in Indian-controlled Kashmir and the streets are roiled by unrest. Young separatist protesters in jeans and bandanas hurl rocks at Indian troops, who respond with tear gas, baton charges and live ammunition. At least 11 people have died in the past three weeks of street violence, and a round-the-clock curfew is in force. Shops, businesses, schools and government offices are shut. Authorities have postponed college examinations and have blocked text messages on cell phones in an attempt to prevent demonstrators from mobilizing. It is the third summer in a row that deadly protests have erupted, a symptom of the tensions permeating this Muslim-dominated Himalayan region, which has long chafed under Indian rule and is patrolled by hundreds of thousands of troops. A two-decade-long Islamic insurgency has waned but popular anger has not. Even moderate Kashmiris hoping for greater autonomy within India, which is predominantly Hindu, have been frustrated by the government. There is a long history of separatist movements in Kashmir, which has been divided between archrivals India and Pakistan since 1947. Most were peaceful until 1989, when the bloody armed insurgency erupted, demanding India’s part of the region merge with Pakistan or get independence. (24 images)[/SIZE]

Why Pakistan was created: Godhra Train Likely Staged

Sometime in the run-up to the assassination of Mahatma Gandhi by Nathuram Godse, the UP police made a sensational discovery. A house used by RSS supremo Guruji Golwalkar had been raided and two locked trunks recovered. When B.B.L. Jaitley, the inspector general of police, opened the trunks, what he found shook him to the core. There before him lay a detailed district-by-district, qasbah-by-qasbah blueprint for the physical elimination of the province’s Muslims.Jaitley took the trunks to Rajeshwar Dayal, the seniormost civil servant in the home department at the time, who promptly conveyed the gravity of the discovery to G.B.

Pant. The documents “revealed incontrovertible evidence of a dastardly conspiracy to create a communal holocaust…. The trunks were crammed with blueprints of great accuracy…prominently marking out the Muslim localities…. Timely raids conducted on the premises of the RSS had brought the massive conspiracy to light,” recalled Dayal in his autobiography,A Life of Our Times, published in 1998. He sought the immediate arrest of Golwalkar on conspiracy charges but the chief minister, to Dayal’s disgust, prevaricated long enough for Golwalkar to go underground. Soon thereafter, Dayal was drafted into the Indian Foreign Service and the matter of the steel trunks was given a quiet burial.That plan may never have been put into action but the clerical efficiency with which the RSS and its kindred organisations have sought periodically to target Muslims for attack suggests the parivar’s penchant for planning and organisation has continued down to the present. What happened in Gujarat from February 28, 2002, is a case in point.

Far from being a spontaneous mass reaction to the attack on the Sabarmati Express at Godhra the day before in which 58 Hindu passengers died, the killings across most of Gujarat seemed scripted. So well chosen were the targets that it is almost as if there was already in place a plan to do something dramatic as part of the ongoing Ayodhya agitation, probably in order to polarise the state on communal lines in the run-up to state elections that the BJP might have had some difficulty winning on the basis of its actual performance.

If Godhra hadn’t happened, would it have been necessary to invent it? I don’t know, but the Godhra incident itself is so shrouded in mystery that it is almost as if the official narrative which emerged within minutes and hours of the train being consumed by fire is an invented one, conveniently conjured up to provide the “rationale” for the pogrom which had simultaneously been ordained.

It is difficult to ask ‘What if Godhra had not happened’ when we still do not know what exactly happened at Godhra. The official account, as put out by Gujarat chief minister Narendra Modi, is that a large Muslim mob assembled on the railway tracks outside Godhra station stopped the Sabarmati Express and launched a premeditated attack on coach S-6, killing 58 passengers. The official chargesheet says one or more members of the mob boarded the coach and poured some 60 litres of petrol inside before setting it on fire. This dastardly attack, according to the BJP’s narrative, in turn provoked a “reaction” throughout Gujarat which claimed the lives of nearly 2,000 Muslims. Had Godhra not happened, the Muslims would not have been killed. Action-Reaction. When a big tree falls, the earth is bound to shake. I regret what happened after Godhra, A.B. Vajpayee told the party faithful at Goa in April 2002, “Lekin aag lagayi kisne? (Who lit the fire?)”.

These Newtonian certitudes begin to break down when we consider the holes in the official account. Passengers who were on board the targeted coach, and let there be no doubt that an angry mob was attacking S-6, have testified before the ongoing Nanavati-Shah Commission of Inquiry that they saw no one from the mob entering the coach and pouring petrol inside. The Forensic Science Laboratory (FSL) report makes it clear the liquid could not have been thrown from outside. It says no trace of petroleum hydrocarbons was recovered from the burnt coach, raising questions about the identity of the flammable material which destroyed the coach that morning. How the train caught fire, whether or not there was intent—and if so, on the part of who—are questions which nobody can answer. Why the BJP government never conducted a comprehensive scientific probe to solve the puzzles raised by the FSL report is a mystery.

Had Godhra not happened, would Naroda Patiya have burned, would Ehsan Jafri have been killed, the Best Bakery been destroyed and Bilkis Bano been raped? These questions are deeply problematic because they are tainted by the bankruptcy of the Sangh parivar’s moral arithmetic. When you have an organisation like the VHP whose cadres are capable of the most horrific violence, when you have a police force that is willing to let innocent citizens be attacked, and when you have chief ministers and prime ministers who offer post-facto justifications for genocide, it is a dangerous delusion to believe the Gujarat violence occurred because of Godhra. The Gujarat violence happened because the government wanted it to. Godhra was just the excuse.

Godhra has infected our polity in a particularly pernicious way because the incident marked the first time that revenge was elevated to the status of moral code and official policy in such a blatant and sustained manner. When Rajiv Gandhi justified the 1984 genocide of Sikhs with his callous throwaway remark about the earth shaking when a big tree falls, it evoked widespread revulsion. Mention 1984 and even the most die-hard Rajiv loyalist today appears to display a certain shabby shame-facedness at the idea that the killing of Indira Gandhi by two Sikhs or the motivated rumour of Sikhs distributing sweets could somehow justify the monstrous killings which followed. But the Sangh parivar and BJP leaders today continue to believe that Godhra fully justifies the mass killing of Muslims which followed. I am not looking for expressions of remorse or guilt. That would be foolish, apart from being quite irrelevant. What I want to see are some signs that the Indian polity has learnt the lessons of Godhra and after and will never again permit genocide. And what I see is simply not enough.
